An unstoppable tide of radioactive trash and chemical waste from Fukushima is pushing ever closer to North America. An estimated 20 million tons of smashed timber, capsized boats and industrial wreckage is more than halfway across the ocean, based on sightings off Midway by a Russian ship's crew. Safe disposal of the solid waste will be monumental task, but the greater threat lies in the invisible chemical stew mixed with sea water.

This new triple disaster floating from northeast Japan is an unprecedented nuclear, biological and chemical (NBC) contamination event. Radioactive isotopes cesium and strontium are by now in the marine food chain, moving up the bio-ladder from plankton to invertebrates like squid and then into fish like salmon and halibut. Sea animals are also exposed to the millions of tons of biological waste from pig farms and untreated sludge from tsunami-engulfed coast of Japan, transporting pathogens including the avian influenza virus, which is known to infect fish and turtles. The chemical contamination, either liquid or leached out of plastic and painted metal, will likely have the most immediate effects of harming human health and exterminating marine animals.

The toxic mess won't stop at the shoreline. Many chemical compounds are volatile and can evaporate with water to form clouds, which will eventually precipitate as rainfall across Canada and the northern United States. The long-term threat extends far inland to the Rockies and beyond, affecting agriculture, rivers, reservoirs and, eventually, aquifers and well water.

Falsifying Oceanography

Soon after the Fukushima disaster, a spokesman for the International Atomic Energy Agency (IAEA) at its annual meeting in Vienna said that most of the radioactive water released from the devastated Fukushima No.1 nuclear plant was expected to disperse harmlessly in the Pacific Ocean. Another expert in a BBC interview also suggested that nuclear sea-dumping is nothing to worry about because the "Pacific extension" of the Kuroshio Current would deposit the radiation into the middle of the ocean, where the heavy isotopes would sink into Davy Jones's Locker.

At the time, this writer challenged this sort of unscientific hogwash since oceanographic studies have long indicated the Kuroshio (Black Stream) is the driving force for the North Pacific Current, which rapidly traverses the ocean to North America. The current is a relatively narrow band that acts like a conveyer belt, meaning radioactive materials will not disperse and settle but should remain concentrated

Soon thereafter, the IAEA backtracked, revising its earlier implausible scenario. In a newsletter, the atomic agency projected that cesium-137 might reach the shores of other countries in "several years or months." To be accurate, the text should have been written "in several months rather than years."

The Great Gyre

The network of currents comprise a larger hydrodynamic system known as North Pacific Gyre. Flotsam and jetsam from northeast Japan are moved along this path:

- The Liman or Oyashio (Parent Stream), a mineral-rich cold Arctic current that moves southwest from the Bering Strait past Kamchatka Peninsula and along Japan's northeast region of Tohoku. The water used to cool the Fukushima meltdown is dumped into the passing Liman, which carries the radioactive wastewater southward toward Choshi Point, east of Tokyo..

- The rocky outcrop at Choshi forces the Liman to swerve eastward, where it collides with the tropical Kuroshio Current moving northward. The interaction of these opposing currents is complicated. The cold Liman is forced underneath the warm Black Tide, which explains why rockfish, abalone, sea urchins and other bottom dwellers have high readings of radioactivity. An analysis lab in Fukushima has reported 15,000 becquerels per kg, or six times the legally allowable content. (The studies, like all in Japan, use the controversial method of taking average readings from entire samples, instead of measuring hot spots that can be 5 times higher.)

- Along the boundaries of the two currents, gigantic eddies are spun off. The mixing of nutrient-rich cold water with the warm current spurs the genesis of marine life, spawning algae and the larvae of fish and invertebrates. The waters off eastern Japan form the world's richest fishery. Of special importance in the food chain are squid, cuttlefish and others in the cephalopod family, which comprise the basic source of protein for fish.

- The merged Liman and Kuroshio become the North Pacific Current, pushing eastward to North America. Large predatory species, including tuna and salmon, feed here on the contaminated squid and on small fishes like herring and mackerel.

- When the North Pacific Current hits the continental shelf, it divides. One stream veers northward along the Canadian and Alaskan coast, and then swings counterclockwise toward the Bering Strait and Kamchatka Peninsula. These areas are the breeding grounds of seals, walruses, whales and sea otters. The region is also a major supplier of salmon and sea cucumbers for the Asian markets.

- The other stream turns clockwise to the south, becoming the California Current, the breeding waters of sea lions, pelicans and humpback whales. That southern stream eventually splits into two new currents: the Equatorial Pacific, which moves from Mexico to the Philippines, where it rejoins the Kuroshio; and the Peruvian, heading southward along the coast of South America and then westward into the South Pacific.

Mega-scale fluid dynamics show that the Fukushima nuclear disaster will soon contaminate most of the vital fisheries of the Pacific, which comprises half of the world's sea surface. Over the 30-year half-life of cesium, radioactive isotopes will be recycled a dozen times or more. Once into the Southern Sea surrounding Antarctica, the radioactive substances will move into the Atlantic and Indian Oceans.

If some evil genius, a modern-day Captain Nemo, were to plan the extermination of life on Earth, there could hardly be a better spot for hatching this nefarious plot than Fukushima.

D-Day Won't Wait

When will the radioactive waste arrive on the West Coast? The distance between northeast Japan and the Pacific Northwest is about 8,000 kilometers. The Kuroshio-North Pacific Current normally makes the passage in about six to seven months. Heavier materials, such as timber, will move at about half that pace, but chemicals dissolved in the water have already started to reach the Pacific seaboard of North America, a reality being ignored by the U.S. and Canadian governments.

It is all-too easy for governments to downplay the threat. Radiation levels are difficult to detect in water, with readings often measuring 1/20th of the actual content. Dilution is a major challenge, given the vast volume of sea water. Yet the fact remains that radioactive isotopes, including cesium, strontium, cobalt and plutonium, are present in sea water on a scale at least five times greater than the fallout over land in Japan. According to a recent estimate by the France-based Institute for Radiological Protection and Nuclear Safety, radioactive sea-dumping from Fukushima is 30 times the amount stated by the Tokyo Electric Power Company. The total amount leaked into the sea is closer to 27 quadrillion becquerels. A quadrillion is 1,000 trillion. That does not include airborne isotopes that have fallen into the Pacific. Unlike those stories about arsenic, a tiny dose every day of cesium will not make one immune from its toxic effect.

Chemical Dependency

Japan along with many other industrial powers is addicted not just to nuclear power but also to the products from the chemical industry and petroleum producers. Based on the work of the toxicologist in our consulting group who worked on nano-treatment system to destroy organic compounds in sewage (for the Hong Kong government), it is possible to outline the major types of hazardous chemicals released into sea water by the tsunami.

- Polychlorinated biphenols (PCBs), from destroyed electric-power transformers. PCBs are hormone disrupters that wreck reproductive organs, nerves and endocrine and immune system.

- Ethylene glycol, used as a coolant for freezer units in coastal seafood packing plans and as antifreeze in cars, causes damage to kidneys and other internal organs.

- The 9-11 carbon compounds in the water soluble fraction of gasoline and diesel cause cancers.

  Surfactants, including detergents, soap and laundry powder, are basic (versus to acidic) compounds that cause lesions on eyes, skin and intestines of fish and marine mammals.

- Pesticides from coastal farms, organophosphates that damage nerve cells and brain tissue.

- Drugs, from pharmacies and clinics swept out to sea, which in tiny amounts can trigger major side-effects.

Start of a Kill-Off

Radiation and chemical-affected sea creatures are showing up along the West Coast of North America, judging from reports of unusual injuries and mortality.

- Hundreds of large squid washed up dead on the Southern California coast in August (squid move much faster than the current).

- Pelicans are being punctured by attacking sea lions, apparently in competition for scarce fish.

- Orcas, killer whales, have been dying upstream in Alaskan rivers, where they normally would never seek shelter.

-- Ringed seals, the main food source for polar bears in northern Alaska, are suffering lesions on their flippers and in their mouths. Since the Arctic seas are outside the flow from the North Pacific Current, these small mammals could be suffering from airborne nuclear fallout carried by the jet stream.

These initial reports indicate a decline in invertebrates, which are the feed stock of higher bony species. Squid, and perhaps eels, that form much of the ocean's biomass are dying off. The decline in squid population is causing malnutrition and infighting among higher species. Sea mammals, birds and larger fish are not directly dying from radiation poisoning ­ it is too early for fatal cancers to development. They are dying from malnutrition and starvation because their more vulnerable prey are succumbing to the toxic mix of radiation and chemicals.

The vulnerability of invertebrates to radiation is being confirmed in waters immediately south of Fukushima. Japanese diving teams have reported a 90 percent decline in local abalone colonies and sea urchins or uni. The Mainichi newspaper speculated the losses were due to the tsunami. Based on my youthful experience at body surfing and foraging in the region, I dispute that conjecture. These invertebrates can withstand the coast's powerful rip-tide. The only thing that dislodges them besides a crowbar is a small crab-like crustacean that catches them off-guard and quickly pries them off the rocks. Suction can't pull these hardy gastropods off the rocks.

Tsunami action seems even unlikelier based on my discovery of hundreds of leather-backed sea slugs washed ashore near Choshi. These unsightly bottom dwellers were not dragged out to sea but drifted down with the Liman current from Fukushima. Most were still barely alive and could eject water although with weak force, unlike a healthy sea squirt. In contrast to most other invertebrates, the Tunicate group possesses enclosed circulatory systems, which gives them stronger resistance to radiation poisoning. Unlike the more vulnerable abalone, the sea slugs were going through slow death.

Taking Action:

Official denial and downplaying of the true extent of the Fukushima crisis prevented any effective responses that could have contained the toxic spillage into the Pacific. Instead of containment, the Japanese government promoted sea-dumping of nuclear and chemical waste from the TEPCO Fukushima No.1 plant. The subsequent "decontamination" campaign using soapy water jets is transporting even more land-based toxins to the sea.

What can Americans and Canadians do to minimize the waste coming ashore? Since the federal governments in the U.S. (home of GE) and Canada (site of the Japanese-owned Cigar Lake uranium mine) have decided to do absolutely nothing, it is up to local communities to protect the coast.

First, it is much easier to tow solid waste by boat while it is still at sea than to manhandle the trash along the shore. Methods to net or grapple the beams and solid trash need to be worked out.

Second, rocky islets need to be identified as temporary holding centers for the flotsam.

Third, oil-spill booms can be installed around harbors and key coves in nature reserves to hold back solid waste and lighter liquid chemicals. Pressure from estuaries and brackish lagoon water can have a buffering effect to keep the most toxic waste at bay.

Fourth, self-enclosed incinerators with bio-filters need to be built to reduce the volume of solid waste to ash destined for a hazardous-waste landfill.

Fifth, the health monitoring system for fish needs to be expanded to cover a wider range of toxins including radioactive isotopes, with regular reporting to the public.

Sixth, contingency plans need to be devised in event of a kill-off of marine mammal populations or, worse, any massive impact on human health, for example in case of related contamination of rainwater. Policy must focus on species survival along with economic revival.

Dr. Sebastian Pflugbeil, the chairman of German Society of Radiation Protection had a lecture in Berlin,and talked about Tokyo.

To the question about what we can do to minimize the damage of the accident, he answered:

"Nothing. There is no way to stop the nuclear fuel that has melted-through leaking. All we could do is to pray for the fuel not to touch the underground water vein.

We must avoid internal exposure from contaminated food. Authorities are trying to make Japanese eat polluted food for their twisted patriotism, but on the other hand, citizens are setting up independent labs around Japan. This is very important. However, lab facility costs are huge. Maintenance, recording the data costs too. Now, the best thing Germans can do is to support those independent facilities financially."

To another question "How dangerous Tokyo is now?" He answered:

"Tokyo is not the safe area. Now Tokyo is in the similar situation to Kiev in Chernobyl. Ukrainian Government couldn't define that densely populated area, Kiev, as evacuating area so they did not admit Kiev was threatened and manipulated the radiation map to look like Plutonium stopped just before Kiev."

Around in Kiev, there were 11 million children in 1990, and now there are 8 million. However, the number of deformed babies is the same, which means the ratio of deformation is increasing. Low dose exposure obviously affects DNA. Only 10 % of babies sent to Kiev hospital can live longer than 1 year.

Japan's devastating March 11 earthquake shifted the seabed by as much as 165 feet (50 meters)--the largest slip yet recorded, a new study says.

That's considerably larger than in previous reports, which in May put the shift at 79 feet (24 meters).

This giant movement probably caused the massive tsunami that killed more than 15,000 people and crippled the Fukushima Daiichi nuclear power plant (pictures).

For the study, Toshiya Fujiwara and colleagues at the Japan Agency for Marine-Earth Science and Technology compared seabed maps made in 1999 and 2004 to those made only days after the March quake.

Their analysis also revealed the seabed may also have risen by as much as 33 feet (10 meters).

"This is a very important piece of work, in some ways that may not be obvious at all," said Chris Goldfinger, a marine geologist at Oregon State University who was not part of the study team.

The earthquake was the first in a subduction zone--a place where one tectonic plate is diving under another--in which scientists have been able to look directly at movement of pieces of Earth's crust right up to the edge of the fault line.

Because subduction-zone earthquakes occur deep beneath the ocean, they are invisible from land.

In the past, scientists have had to deduce seabed shifts via seismic waves emitted by an earthquake. But that requires computer modeling, and the results can be frustratingly uncertain, Goldfinger said by email.

For example, the results may be specific to the model and are unable to capture the shifts at high resolution or with great accuracy.

But the new research, to be published tomorrow in the journal Science, will "open up a new level" in understanding how subduction zones behave and generate tsunamis, he said.

Before-and-After Quake Picture Not Perfect

Even so, the before-and-after pictures of the seabed shift aren't perfect, Goldfinger cautioned.

The Japanese team's original surveys were taken several years before the earthquake, and the "after" surveys were taken nearly two weeks later.

"The displacement [of the seabed] included everything that occurred between the surveys," he said.

That includes not only the devastating earthquake but its aftershocks, as well as any less destructive "creeps"--or small movements--that might have occurred before the March temblor.

Still, it's a major find, he said, because few subduction zones have been mapped well enough to allow such before-and-after images to be compared at all.

The level of Europe's second largest river has fallen to a trickle in places as result of a lack of rain in Eastern

Europe and the Balkans. An estimated 80 cargo ships are stranded on the Hungary-Serbia border.

"In my many years of experience as a boat captain, I don't remember a drought as harsh as this one," said Anton Balasz, whose Hungarian ship is stranded on an exposed sand bank.

The Danube flows for 1,777 miles passing through eight countries before pouring into the Black Sea, providing one of Europe's most vital and busiest transport routes.

So dry is the Danube that shipping has been put at risk as unexploded bombs and sunken Second World War warships emerge from the water as the river shrinks to expose banks that have not seen the light of day for centuries.

Parts of central Europe have had their driest November since records began in 1775.

The current level of the river in Bulgaria is at its lowest since 1941 and shipping on large stretches of the river has ground to a halt.

Cargo shipping on the Danube is only at 25 per cent of the usual volume due to the low water levels, with cargo being diverted onto roads and rail, the Austrian waterway organisation Via Donau said.

"There is just no water. The situation is critical not only here on the lower Danube but also upriver in Hungary, Austria, Germany," said Ivan Ivanov, deputy chief of Bulgarian River Shipping. "Shipping costs are soaring, I don't even want to calculate our losses."

Branko Savic, the manager of a Danube shipping company in Serbia, described the drought as "a disaster". "Traffic on the Danube is practically non-existent. We are in dire need of enormous amounts of water, rain, or melting snow," he said.

The British based Europe River Cruises said that none of its operators were currently reporting problems ahead of the busy Christmas period but that alternative transport would be found if necessary.

"Our Christmas market tours will not be affected because if boats cannot navigate the river then we will take people by coach," said a spokesman.

Meteorologists are at a loss to explain the drought which has caused a series of problems throughout the area. Hydro-power supplies are running low in Serbia, drinking water shortages have hit Bosnia and crops are threatened in Romania, Bulgaria and Hungary.

Environmentalists are also concerned and a World Wildlife Fund report has noted a sharp drop in bird populations along the lower stretch of the Danube.

These are the distressing images of horses left by the side of the road after a year-long drought meant their owners could no longer afford to feed them.

After a year without rain in Texas, coupled with rocketing temperatures, crops have been sparse and the price of a bale of hay has doubled.

The effect on the horse population has been devastating. The number of animals being abandoned is ten times greater than in previous years, according to Richard Fincher of Safe Haven Equine Rescue in Gilmer, in east Texas.

Mr Fincher said: 'We get 20 to 40 calls a week that horses are alongside the road and left; nobody's claimed them. Sheriffs are calling us all the time.'

The problem, according to Dennis Sigler, a horse specialist at Texas A&M University in College Station, is that the drought has dried up the hay fields.

Mr Sigler told Reuters: 'The price of hay and feed today is at levels we have never experienced before because of the drought.

'In addition to that, pastures are short, and folks who have horses on pasture have no grass for their horses. There is just no market for horses this year.'

He said there are around 1 million horses in Texas and valued the industry at $5.3 billion.

It costs between $150 to $200 a month in normal times to feed a horse. However with hay prices rocketing, many more people find horses are a luxury they cannot afford.

At auctions, even horses in good condition are fetching as little as $50. In some cases, people have been giving their animals away.

The drought has also forced Texas ranchers to sell cattle, leaving them with horses that are no longer needed to round up herds.

It has been estimated that the drought has cost Texas $5.2 billion in agricultural losses.

Mr Sigler added: 'They're just hurting. The economy and the drought has got them in a crisis.'

Texas ranchers have been buying hay from as far away as Oregon and Idaho - but supplies in these states are also beginning to run low.

The situation is even worse for donkeys as livestock sales typically will not accept the animal. Mark Meyers of the California-based Peaceful Valley Donkey Rescue said abandonment has reached epidemic proportions due to the drought. He said almost all of the group's efforts are now focused on Texas.

Mr Meyers said: 'We get almost one new abandonment case in Texas every day. And that could be between one donkey and twenty donkeys abandoned at a time.'

Horse abandonment is a crime, and state law requires abandoned horses to be held by the local sheriff's department for 18 days. After that, most are sold at a sale barn for whatever prices they can bring.

The call was co-sponsored by the U.S. Health and Human Services, the Office of Minority Health, and CDC.

Conspicuously, the end of the invitation read:

"This call is off the record and is not for press purposes" -- but it became public when it showed up on the HHS website.

Fortunately one of our staff was able to get on the call.

The focus of the call was on getting faith-based organizations to sponsor flu clinics with Walgreens.

Basically, they want to move inside your church, mosque or synagogue, and set up shop, with your pastor, priest, imam and rabbi on hand to convince you to get a flu shot.

As an example, they cited a priest who stopped in the middle of mass to roll up his sleeve and get vaccinated, inspiring the rest of his parish to line up behind him.

Talk to God, Get a Shot

The idea of holding out your arm and getting a shot in the middle of a worship service, with your pastoral leader urging you on, really seems to be pushing it. The reason they're doing this, health officials said on the phone, is that they've found that non-traditional settings such as worship services can be highly effective in influencing people's decisions.

Infowars.com has received a document originating from Halliburton subsidiary KBR that provides details on a push to outfit FEMA and U.S. Army camps around the United States. Entitled "Project Overview and Anticipated Project Requirements," the document describes services KBR is looking to farm out to subcontractors. The document was passed on to us by a state government employee who wishes to remain anonymous for obvious reasons.

Services up for bid include catering, temporary fencing and barricades, laundry and medical services, power generation, refuse collection, and other services required for temporary "emergency environment" camps located in five regions of the United States.

Internment Camp Services Bid Arrives After NDAA

KBR's call for FEMA camp service bids arrives soon after the Senate overwhelmingly passed the National Defense Authorization Act (NDAA) which permits the military to detain and interrogate supposed domestic terror suspects in violation of the Fourth Amendment and Posse Comitatus.

Section 1031 of the NDAA bill declares the whole of the United States as a "battlefield" and allows American citizens to be arrested on U.S. soil and incarcerated in Guantanamo Bay.

A number of civil liberties groups have come out in strong opposition to the legislation, most notably the Japanese American Citizens League (JACL), the nation's oldest and largest Asian American civil and human rights organization.

In a letter addressed to Congress, S. Floyd Mori, the national director of JACL, said the NDAA is the first time that Congress has scaled back on the protections provided by the Non-Detention Act of 1971. Mori said the legislation, if enacted and put into use, would be reminiscent of the unconstitutional indefinite detention of Japanese Americans during World War II.

KBR Instrumental in Establishing Camps in 2006

In 2006, KBR was awarded a contingency contract from the Department of Homeland Security, allegedly to support its Immigration and Customs Enforcement facilities in the event of an emergency, Market Watch reported.

The contract was effective immediately and provided for establishing temporary detention and processing capabilities to expand existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs, KBR said. The contract may also provide migrant detention support to other government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster, the company explained.

Army Releases Civilian Inmate Labor Program Document

Soon after KBR's announcement, a little-known Army document surfaced. Entitled the "Civilian Inmate Labor Program," the unclassified document describes in detail Army Regulation 210-35. The regulation, first drafted in 1997, underwent a "rapid act revision" in January 2005 and now provides a policy for the creation of labor programs and prison camps on Army installations.

National Emergency Centers Act

In 2009, the National Emergency Centers Act or HR 645 was introduced in Congress. It mandates the establishment of "national emergency centers" to be located on military installations for the purpose of providing "temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster," according to the bill.

In addition to emergencies, the legislation is designed to "meet other appropriate needs, as determined by the Secretary of Homeland Security," an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse, as Paul Joseph Watson noted in January of 2009.

Also in 2009, the Army National Guard began posting advertisements calling for Internment/Resettlement Specialists, a fact noted by Infowars.com, Prison Planet.com and other alternative media outlets but ignored by the establishment media.

Precursor: Rex 84 Mass Detention Operation

Rex 84, short for Readiness Exercise 1984, was established under the pretext of a "mass exodus" of illegal aliens crossing the Mexican/US border, the same pretense used in the language of the KBR request for services.

During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive "scenario and drill" developed by the federal government to suspend the Constitution, declare martial law, assign military commanders to take over state and local governments, and detain large numbers of American citizens determined by the government to be "national security threats."

Rex 84 was devised by Col. Oliver North, who was with the NSC and appointed liaison to FEMA. John Brinkerhoff, the deputy director of "national preparedness" programs for FEMA, and North designed the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million "American Negroes" in the event of a black militant uprising in the United States.

DHS Coordinating Occupy Arrests

Following a crackdown by police on Occupy Wall Street protesters around the nation, Oakland, California, mayor Jean Quan mentioned during an interview with the BBC that she was on a conference call with leaders of 18 US cities shortly before a wave of raids broke up Occupy Wall Street encampments across the country. It was later discovered that the FBI, the Department of Homeland Security and other federal police agencies had coordinated the often violent response to the protests.

New York Rep. Peter King, who heads up the House Homeland Security Subcommittee, signaled a sense of urgency when he said the federal government has "to be careful not to allow this movement to get any legitimacy. I'm taking this seriously in that I'm old enough to remember what happened in the 1960′s when the left-wing took to the streets and somehow the media glorified them and it ended up shaping policy. We can't allow that to happen."

The federal government responded similarly in the 1960s and 70s when the FBI organized and unleashed its unconstitutional secret police under the covert banner of COINTELPRO.

In addition to the DHS characterizing Americans supporting states' rights and the Constitution as terrorists, the Defense Department's Antiterrorism and Force Protection Annual Refresher Training Course in 2009 advised its personnel that political protest amounts to "low-level terrorism."

Elements of the Police State Coming Together

The KBR document is more evidence that the federal government has established internment camps and plans to fill them with dissidents and anti-government activists that have been demonized consistently by the establishment media.

The NDAA was crafted precisely to provide the legal mechanism for tasking the military to round up activists it conflates with al-Qaeda terrorists. The plan was initially envisioned by Rex 84 and in particular Operation Garden Plot, an operational plan to use the Army, USAF, Navy, and Marine Corp. in direct support of civil disturbance control operations. It has since added numerous elements under the rubric of Continuity of Government, the overall war on terror, civil disturbance and emergency response.

The government has patiently put into place the crucial elements of its police state grid and overarching plan for the internment of political enemies.

We are quite literally one terror event away from the plan going live. As the DHS and the establishment media keep telling us, the next terror event will be on American soil and not the work of al-Qaeda but domestic patriot political groups. The FBI has specialized in creating domestic terrorists - or rather patsies - and shifting the blame over to their political enemies.

Police in City see occupiers as 'terror' risk

The City of London Police force was facing criticism last night after including the Occupy London demonstration in a letter warning businesses about potential terrorist threats.

The letter, a "Terrorism/Extremism Update", lists al-Qa'ida, the Colombian dissidents Farc, and Belarusian terrorists who bombed the Minsk underground. It also lists Occupy London under the heading "Domestic".

It states: "It is likely that activists aspire to identify other locations to occupy, especially those they identify with capitalism. City of London Police has received a number of hostile reconnaissance reports concerning individuals who would fit the anti-capitalist profile. All are asked to be vigilant regarding suspected reconnaissance, particularly around empty buildings."

An Occupy London spokesman said: "Activism is not a crime and the desire to participate in democratic decision-making should not be a cause for concern for the police in any free society.

"An institution that confuses active citizens with criminals and equates al-Qa'ida with efforts to reimagine the city is an institution in danger of losing its way."

A police source said the letter was authentic but was poorly worded and never meant to imply demonstrators posed a terrorist threat.

A spokesman for City of London Police said: "City of London Police works with the community to deter and detect terrorist activity and crime in the City in a way that has been identified nationally as good practice. We've seen crime linked to protests in recent weeks, notably around groups entering office buildings, and with that in mind we continue to brief key trusted partners on activity linked to protests."

The CIA could have been behind a computer virus dubbed the world's first cyber 'super weapon' that attacked an Iranian nuclear plant, experts claim.

The launch of Stuxnet in 2010 marked the transformation of viruses into weapons of war.

Experts believe it was so sophisticated that it could have only been invented by designers with the backing of a nation state, with the spy arm of the U.S government being the main suspects.

It was purpose-built to attack Iran's Busehr nuclear plant, overriding and controlling circuits inside the plant to cause physical damage.

It was the first malware that could truly be described as a 'cyber-weapon'.

'With Stuxnet we have opened a new chapter in human history,' says Ralph Langner, the security expert who unravelled the attack. 'There is now no way we can stop or control the proliferation of cyber-weapons.'

To begin with, the sheer sophistication of the attack was what dazzled experts - it exploited four separate vulnerabilities in Windows to penetrate and override industrial control systems designed by Siemens.

It would have taken experts months to design.

But in the wake of Stuxnet, it's become clear that the weapon was almost over-designed for the job.

The Stuxnet attack on Iran's Bushehr nuclear plant - a computer 'worm' specifically written to attack industrial control systems - was proof that the software in many industrial plants was vulnerable to attack.

Since then, there has been increased interest in the idea - both from researchers, and from potential attackers. Since then, other software has 'copied' Stuxnet - raising the alarming possibility of attackers simply downloading such weapons and unleashing them at will.

Nations across the world have long warned that future wars will include cyber assaults on the industries and economies of adversaries, and the potential targets include power plants, pipelines and air traffic control systems.

More and more industrial equipment is connected to the internet - rendering it vulnerable to attacks by hackers

Relatively unsophisticated 'computers' used to control industrial devices are 'open' to the internet - leaving plants such as Busehr vulnerable to attack.

In theory, many plants - including utilities such as water and gas - are open to such attacks.

Earlier this month, suspicions were raised about a remote attack on a water plant in America - but it proved to be an engineer accessing his work remotely.

But governments, including Britain's, are trying desperately to shield vulnerable utilities before someone deploys the next cyber weapon.

The British government recently bought a 'cyber range' - designed to allow 'testing' of networks to harden them against hostile intrusions.

In America, government agencies are also taking action.

Acting DHS Deputy Undersecretary Greg Schaffer said that industries are increasingly vulnerable to hackers and foreign agents due to 'connected' equipment - and 'there have been intrusions.'

'We are connecting equipment that has never been connected before to global networks,' Schaffer said. Hackers and perhaps foreign governments 'are knocking on the doors of these systems - there have been intrusions.'

'Everybody is going crazy about the offensive capabilities and opportunities it gives you,' Langner adds. 'What people don't realise is how easy such attacks are, and that you don't need the resources of a nation state to pull them off.

'We can predict that rogue states, terrorists, criminals and hackers will soon be able to use them.'

'Some time ago at a conference where I had expressed my belief that Langley and the Department of Energy were the leading forces behind Stuxnet , I was later approached in private by an official of the US military who said: 'You're right, we are simply not smart enough to do something like this.' If the Pentagon had developed Stuxnet, it might have been much more crude and brute-force.'

Many observers thought that the sophistication of Stuxnet would have required the resources of a nation to design. Others suspected it was produced by the U.S. or Israel.

The copycat, Duqu, required much less skill, though: it simply copied

Duqu is designed to penetrate industrial systems and send information to its creators. It's designed to run for 36 days, sending innocent 'dummy' images to its creators, then hiding stolen information such as design documents amongst them as it operates.

Unlike Stuxnet, it doesn't self-replicate inside computer systems - and is seen as a 'precursor' to an attack designed to cause physical or financial damage.

Symantec says that the detection of Duqu does not mean that the danger is over.

'The threat was highly targeted toward a limited number of organizations for their specific assets,' said the security firm in a statement. 'However, it's possible that other attacks are being conducted against other organizations in a similar manner with currently undetected variants.'

The U.S. Department of Homeland Security said it was aware of the reports and was taking action.

'DHS' Industrial Control Systems Cyber Emergency Response Team has issued a public alert and will continue working with the cybersecurity research community to gather and analyze data and disseminate further information to our critical infrastructure partners as it becomes available,' a DHS official said. - - 'Parts of Duqu are nearly identical to Stuxnet, but with a completely different purpose,' Symantec said. 'Duqu is essentially the precursor to a future Stuxnet-like attack.'

Duqu is designed to gather data from industrial control system manufacturers to make it easier to launch an attack in the future by capturing information including keystrokes.

"The attackers are looking for information such as design documents that could help them mount a future attack on an industrial control facility,' Symantec said.

In a 2007 test at the Idaho National Laboratory, government hackers were able to break into the control system running a large diesel generator, causing it to self-destruct. - - Before the test, he said, the notion of cyber warfare 'was mainly smoke and mirrors. But the Aurora tests showed that, you know what? We have a new kind of weapon.'

The March Towards Pre-Emptive Nuclear War

Most in the civilized world are blissfully unaware that we are marching ineluctably towards an increasingly likely pre-emptive nuclear war. No, it's not at all about Iran and Israel. It's about the decision of Washington and the Pentagon to push Moscow up against the wall with what is euphemistically called Ballistic Missile Defense (BMD).

On November 23, a normally low-keyed Russian President Dmitry Medvedev told the world in clear terms that Russia was prepared to deploy its missiles on the border to the EU between Poland and Lithuania, and possibly in the south near Georgia and NATO member Turkey to counter the advanced construction process of the US ballistic missile defense shield: "The Russian Federation will deploy in the west and the south of the country modern weapons systems that could be used to destroy the European component of the US missile defense," he announced on Russian television. "One of these steps could be the deployment of the Iskander missile systems in Kaliningrad." Those would be theatre ballistic missile systems. The latest version of Iskander, the Iskander-K, whose details remain top secret, reportedly has a range up to 2000 km and carries cruise missiles and a target accuracy to 7 meters or less.

Medvedev declared he has ordered the Russian defense ministry to "immediately" put radar systems in Kaliningrad that warn of incoming missile attacks on a state of combat readiness. He called for extending the targeting range of Russia's strategic nuclear missile forces and re-equipping Russia's nuclear arsenal with new warheads capable of piercing the US/NATO defense shield due to become operational in six years, by 2018. Medvedev also threatened to pull Russia out of the New START missile reduction treaty if the United States moves as announced. 

Medvedev then correctly pointed to the inevitable link between "defensive" missiles and "offensive" missiles: "Given the intrinsic link between strategic offensive and defensive arms, conditions for our withdrawal from the New Start treaty could also arise," he said.

The Russian President didn't mince words: "I have ordered the armed forces to develop measures to ensure, if necessary, that we can destroy the command and control systems" of the US shield, Medvedev said. "These measures are appropriate, effective and low-cost." Russia has repeatedly warned that the US BMD global shield is designed to destabilize the nuclear balance and risks provoking a new arms race. The Russian President said that rather than take the Russian concerns seriously, Washington has instead been "accelerating" its BMD development.

It was not the first time Medvedev threatened to take countermeasures to the increasing Pentagon military encirclement pressure on Russia. Back in November 2008 as the US BMD threat was first made known to the world, Medvedev made a televised address to the Russian people in which he declared, "I would add something about what we have had to face in recent years: what is it? It is the construction of a global missile defense system, the installation of military bases around Russia, the unbridled expansion of NATO and other similar 'presents' for Russia ­ we therefore have every reason to believe that they are simply testing our strength." That threat was dropped some months later when the Obama Administration offered the now-clearly deceptive olive branch of reversing the BMD decision to deploy in Poland and the Czech Republic.

China's Hu urges navy to prepare for combat

Chinese President Hu Jintao Tuesday urged the navy to prepare for military combat amid growing regional tensions over maritime disputes and a US campaign to assert itself as a Pacific power.

The navy should "accelerate its transformation and modernisation in a sturdy way, and make extended preparations for military combat in order to make greater contributions to safeguard national security," he said.

Addressing the powerful Central Military Commission, Hu said: "Our work must closely encircle the main theme of national defence and military building."

His remarks, which were posted on a statement on a government website, come amid growing US and regional concern.

An order from Gen Mohammed Ali Jaafari, the commander of the guards, raised the operational readiness status of the country's forces, initiating preparations for potential external strikes and covert attacks.

Western intelligence officials said the Islamic Republic had initiated plans to disperse long-range missiles, high explosives, artillery and guards units to key defensive positions.

The order was given in response to the mounting international pressure over Iran's nuclear programme. Preparation for a confrontation has gathered pace following last month's report by the International Atomic Energy Agency (IAEA) in Vienna that produced evidence that Iran was actively working to produce nuclear weapons.

The Iranian leadership fears the country is being subjected to a carefully co-ordinated attack by Western intelligence and security agencies to destroy key elements of its nuclear infrastructure.

Recent explosions have added to the growing sense of paranoia within Iran, with the regime fearing it will be the target of a surprise military strike by Israel or the US.

Its ballistic missile programme suffered a major setback on Nov 12 after an explosion at the regime's main missile testing facility at Bidganeh, about 30 miles west of Tehran.

At least 17 people died, including Gen Hassan Tehrani Moghaddam, the head of Iran's missile research programme.

The IAEA report said Iranian scientists had worked to develop a missile capable of carrying nuclear warheads. Security analysts described Iran's missile advances as "a turning point" that had "profound strategic implications".

Last week another mysterious explosion caused significant damage to Iran's uranium conversion facility at Isfahan.

"It looks like the 21st century form of war," said Patrick Clawson of the Washington Institute for Near East Policy, a Washington think tank, told the Los Angeles Times. "It does appear that there is a campaign of assassinations and cyber war, as well as the semi-acknowledged campaign of sabotage."

Ayatollah Ali Khamenei, Iran's spiritual leader, issued a directive to the heads of all the country's military, intelligence and security organisations to take all necessary measures to protect the regime.

Gen Jaafari responded to this directive by ordering Revolutionary Guards units to redistribute Iran's arsenal of long-range Shahab missiles to secret sites around the country where they would be safe from enemy attack and could be used to launch retaliatory attacks.

In addition, the Iranian air force has formed a number of "rapid reaction units", which have been carrying out extensive exercises to practice a response to an enemy air attack.

At the weekend, Iran claimed it had succeeded in shooting down an advanced American RQ-170 drone in the east of the country. If true, this would represent a major coup for the ayatollahs, as this type of drone contains sensitive stealth technology that allows it to operate for hours without being detected.

A spokesman for Nato's International Security Assistance Force in Afghanistan would only confirm that US operators had "lost control" of a drone, without specifying the model.

Intelligence officials believe the dangerous game of cat and mouse between Iran and the West was responsible for last week's attack on the British Embassy in Tehran. William Hague, the Foreign Secretary, closed the embassy and expelled Iranian diplomats in response.

But with Iran showing no sign of backing down over its nuclear programme, there is growing concern that Israel will launch unilateral military action.

At the weekend, Benjamin Netanyahu, Israel's prime minister, warned that he would take "the right decision at the right moment" if Iran continued with its uranium enrichment programme.

Israel's uncompromising approach is viewed with alarm in Washington.

Leon Panetta, the US defence secretary, has warned that a unilateral strike by Israel risked "an escalation" that could "consume the Middle East in confrontation and conflict that we would regret".

A senior Western intelligence official said: "There is deep concern within the senior leadership of the Iranian regime that they will be the target of a surprise military strike by either Israel or the US.

"For that reason they are taking all necessary precautions to ensure they can defend themselves properly if an attack happens."

Senate Repeals Bans on Sodomy and Bestiality in the Military

The U.S. Senate voted Thursday to approve a defense authorization bill which included a provision that not only repealed the military ban on sodomy, but also repealed the ban on having sex with animals -- or bestiality.

On Nov. 15, the Senate Armed Services Committee had unanimously approved S. 1867, the National Defense Authorization Act, which includes a provision to repeal Article 125 of the Uniform Code of Military Justice (UCMJ).

Article 125 of the UCMJ makes it illegal to engage in both sodomy with humans and sex with animals.

It states: "(a) Any person subject to this chapter who engages in unnatural carnal copulation with another person of the same or opposite sex or with an animal is guilty of sodomy. Penetration, however slight, is sufficient to complete the offense. (b) Any person found guilty of sodomy shall be punished as a court-martial may direct."

The vote to remove sodomy from military law comes less than a year after President Barack Obama's repeal of the Don't Ask, Don't Tell policy for gay soldiers.

Tony Perkins, president of the conservative Family Research Council, said there's a definite link between the repeal of DADT and the repeal of the sodomy law.

"It's all about using the military to advance this administration's radical social agenda," Perkins told CNS News. "Not only did they overturn Don't Ask, Don't Tell, but they had another problem, and that is, under military law sodomy is illegal, just as adultery is illegal, so they had to remove that prohibition against sodomy."

Perkins said removing the bestiality provision may have been intentional -- or it may just have been "collateral damage."

Former Army Col. Bob Maginnis told CNS News some military lawyers have indicated bestiality could be prosecuted under another section of the military code of justice -- Article 134, for offenses against "good military order and discipline." It's not a sure bet, though.

"If we have a soldier who engages in sodomy with an animal -- whether a government animal or a non-government animal -- is it, in fact, a chargeable offense under the Uniform Code? I think that's in question," Maginnis said. "Soldiers, unfortunately, like it or not, have engaged in this type of behavior in the past. Will they in the future, if they remove this statute? I don't know."

The bill, which passed 93-7, now goes to a conference committee to be reconciled with the House of Representatives' version of the bill. According to Perkins, the House version reinforced the Defense of Marriage Act, saying that there is a military Defense of Marriage Act as well, prohibiting same-sex marriage on military bases.

"And now this is an added concern, that sodomy has been removed, and as we have discovered, that bestiality -- the prohibition against it -- has been removed from the Uniform Code of Military Justice. So yes, the House will have problems with this bill," Perkins predicted.

Dec. 9 (Bloomberg) -- Prime Minister David Cameron said Britain refused to sacrifice sovereignty to save the euro, remaining outside an agreement by European nations to tighten budget rules.

Cameron broke ranks with French President Nicolas Sarkozy and German Chancellor Angela Merkel after he failed to secure safeguards that would have stopped European Union plans to police financial services in London, Europe's trading hub. The U.K and possibly Hungary, Sweden and the Czech Republic will remain outside the new rules.

"We wish them well," Cameron told reporters after all- night talks with his European counterparts in Brussels. "My judgment was that what was on offer just wasn't good enough for Britain. It's better to allow those countries to do their own thing on their own."

What Cameron will present as a victory to euro-skeptic lawmakers in his Conservative Party at home leaves the U.K. increasingly isolated in Brussels. Cameron failed to win assurances that the institutions representing all 27 nations will work in their interest, not just those using the euro.

Last night's negotiations make Cameron that latest Conservative prime minister to split with Europe over the single currency. In 1990, Margaret Thatcher was brought down by her own Cabinet over her refusal to agree a timetable for joining the single currency. Her successor, John Major, had an official hide under the table at one set of EU talks to advise him as he negotiated an opt-out. That was still not enough to satisfy the most euro-skeptic of his party, who undermined his leadership.

Assurances Demanded

Cameron too has found in recent weeks that it's difficult to satisfy Conservative lawmakers on the European issue. At his weekly questions session on Dec. 7, the prime minister was assailed by question after question from his own side demanding assurances that he wouldn't cede powers to Brussels, and would grant a referendum on any deal.

In October more than a quarter of his Conservative Party lawmakers voted in favor of a referendum on British membership of the bloc. Cameron attempted to answer the criticism today saying the negotiations amounted to lost "sovereignty" for those who signed up to the plan.

U.K. Vote 'Inevitable'

Some even within his own Cabinet may need more than that. In an interview with the Spectator magazine ahead of the negotiations, Northern Ireland Secretary Owen Paterson said a U.K. referendum is "inevitable" if members of the single currency draw closer together to end the sovereign-debt crisis.

Foreign Secretary William Hague said Cameron's stance will enhance respect for Britain around the negotiating table. "Over the past 15 years, British prime ministers would say things and then not do them at the summit," Hague told BBC Radio 4's "Today" show from Brussels. "We do do the things we say."

A further problem for Cameron is that his coalition partners, the Liberal Democrats, are much more pro-European than the Conservatives. Deputy Prime Minister Nick Clegg said yesterday that "different solutions for different parts of the EU" would be "tempting in the short term, but could be damaging in the long term." Hague said today that Clegg had been consulted on the U.K.'s stance.

Douglas Alexander, foreign affairs spokesman for the opposition Labour Party, said Cameron was "a prime minister who spends so much time worrying about his own backbenchers that he missed the opportunity to advance Britain's interests in Europe." He said Britain is "more isolated than at any point in the 35 years of British membership of Europe."

Billions in War chest

European leaders added 200 billion euros ($267 billion) to their crisis-fighting war chest and tightened anti-deficit rules, seeking to lure the European Central Bank into stepping up its rescue operations.

In an accord hailed by ECB President Mario Draghi, the leaders outlined a "fiscal compact" to prevent future debt runups, accelerated the start of a planned 500 billion-euro rescue fund and dropped bondholder loss-sharing provisions.

Sarkozy criticized Cameron's "unacceptable demands" for "opt-outs" on financial regulation and accused Britain of creating a two-speed Europe.

"It's the British opt-out of the euro that creates a two- speed Europe," Sarkozy said. "You can't choose to stay out of the euro, and then complain you are being kept out." night talks in Brussels.

Merkel said EU states were familiar with the position taken by Cameron given that the U.K. has had a euro opt-out "from the very beginning."

Cameron Not 'at Table'

"With the text agreed yesterday, very simply we offered the opportunity to take part in the treaty in its entirety," Merkel told reporters in Brussels today. "I really don't believe David Cameron was ever with us at the table." Leaders took the decision the press ahead because "we couldn't accept weak compromises on the euro, rather we had to make hard rules."

Cameron has warned that if the euro region goes into recession the U.K. may follow and today he said the key aim of the summit of European leaders this week is to resolve the crisis that is "freezing" the British economy.
